If the Depository Trust and Clearing Corporation has been indulging in practices of bold ethical nature (Australian libel laws) then the Australian Competition and Consumer Commission should be making in inquiries of the DTCC under the Free Trade agreement that the USA and Australia signed.

It is not the ACCC who should be doing the inquiries but the Australian Securities and Investment Commission (ASIC)
